In the first-instance public trial held by the Xuzhou City Intermediate People's Court of Jiangsu Province, Cao Guangjing, former member of the Party Group and Vice Governor of the Hubei Provincial People's Government, was sentenced to life imprisonment and deprived of political rights for life due to his serious crimes of accepting bribes and leaking insider information; in addition, he was punished with the confiscation of all personal property. Furthermore, for the crime of leaking insider information, he was sentenced to a fixed-term imprisonment of six years and required to pay a fine of twelve million yuan in RMB. Considering both charges, the court decided to enforce a life sentence with deprivation of political rights for life and to confiscate all his personal property.
After the trial, the court confirmed that from 2004 to 2022, Cao Guangjing abused his positions as the Deputy General Manager of China Three Gorges Corporation, Chairman, and Vice Governor of Hubei Province, illegally accepting property given by relevant units and individuals, with a total value of over 216 million yuan. During his term as Vice Governor of Hubei Province, Cao Guangjing also revealed insider information about the relief and restructuring of a listed company's holding company in Hubei Province, enabling others to use non-public information for stock trading and illegally profit, with a net gain of over 10.42 million yuan.
The Intermediate People's Court of Xuzhou City pointed out that Cao Guangjing's actions constituted crimes of accepting bribes and leaking insider information. Considering the enormous amount of bribes and the serious nature of the insider information leaked, he should be punished according to the law. Fortunately, Cao Guangjing voluntarily surrendered himself, and some of his attempts at accepting bribes were not successful. He pleaded guilty and repented during the trial and actively returned the illegal gains, which led the court to give him a relatively lighter sentence in the judgment.
